I am pleased to inform the University of Dar es Salaam community and the general public that, in the exercise of the power vested in him under Section 36(2) of the Universities Act No. 7 of 2005 and Rule 5(1) of the University of Dar es Salaam Rules, 2007, the Chancellor, H.E. Dr. Jakaya Mrisho Kikwete, after receiving advice of the Council based on its unanimous decision at it 245th Meeting held on 30th November, 2017; following a unanimous recommendation of Senate at its 336th Meeting held on 30th November, 2017; and, in consultation with the President of the United Republic of Tanzania, H.E. Dr. John Pombe Joseph Magufuli, has appointed Prof. William-Andey Lazaro Anangisye to the position of the Vice Chancellor of the University of Dar es Salaam. The appointment is for five years effective from 5th December 2017.

Prof. Anangisye was born on 26th December, 1962 in Rungwe, Mbeya. He received secondary education from Sangu and Musoma Secondary Schools before joining the Dar es Salaam Teacher’s Training College in 1986 for a Diploma Course. He taught at lyunga, Mkwawa and Tambaza Secondary Schools for eleven years from 1988 to 1999. He joined the University of Dar es Salaam as Assistant Lecturer in 2000. He obtained a Bachelor of Arts with Education (Hons) (1992) and Master of Arts in Education (1997), both from the University of Dar es Salaam, and a PhD in Education from the Moray House School of Education, University of Edinburgh. Upon completion of his PhD in 2006 Prof. Anangisye returned to the University of Dar es Salaam as Lecturer and rose to the ranks of Senior Lecturer and Associate Professor in 2009 and 2012, respectively. He teaches Educational Foundational Courses, including Professionalism and Ethics in Education, International and Comparative Education, Philosophy of Education, Sociology of Education, and History of Education.

Until this appointment Professor Anangisye was Principal of the Dar es Salaam University College of Education (DUCE) since March 2015. Earlier on, he had served as Deputy Principal (Academic) at Mkwawa University College of Education (MUCE) between May, 2012 and March, 2015; Associate Dean (Academic) at the University of Dar es Salaam School of Education from 2009 to 2012 and Acting Head, Department of Educational Foundations from 2007 to 2009. On 9th August, 2017 he was appointed by His Excellency, the President of the United Republic of Tanzania as Chairperson of the

Higher Education Students’ Loans Board (HESLB). For several years he has participated in participatory and decision making organs in several institutions including being Member of Council, Ruaha Catholic University and Board member, St. Augustine University of Tanzania (Mbeya Centre); Member of the Appointments and Promotions

Committee at the Institute for Educational Development, Aga Khan University, East Africa; and Member of Senate at the University of Dar es Salaam and Ruaha Catholic University.

Prof. Anangisye is a recipient of numerous awards, grants and scholarships, including Best Staff Award for the Year 2011 in the School of Education, the Triumph and Prosperity of Education in Tanzania, 1980-2010 Award in 201 1 and Commonwealth Academic Staff Scholarship in 2003. He has joined and played an active role in a number of professional associations, notably the Pacific Circle Consortium (PCC), British Association for International and Comparative Education (BAICE) and the Scottish Educational Research Association (SERA). He has served as External Examiner for the Faculty of Graduate Research, Victoria University, New Zealand from 2013 to 2015 and the School of Graduate Studies, University of Botswana, from 2012 to 2016.

Professor Anangisye has carried out research and published widely in Education. He is author of more than 30 articles and conference papers published in reputable international and local journals, His most recent book is Fifty Years of Education in Tanzania, 1961-2011: An Historical Account and Review (with Abel Ishumi), published in 2014 by the Dar es Salaam University Press.

Valediction and Investiture Ceremony for the Outgoing and Incoming Vice Chancellors will be held on Thursday, 7th December, 2017 at Nkrumah Hall starting at 13.30 hrs.

The University of Dar es Salaam Community congratulates Professor Anangisye and wishes him the best of luck in discharging his duties as Vice Chancellor.
